At 6:31 p.m., the Board of Directors of McMinnville School District opened the board business meeting in Regular Session. The meeting was called to order by Chair Carson Benner.

Superintendent Brockett introduced principal Veronica Chase, Sue Buel ES and Normandy Bernard, the 5th grade teacher at Sue Buel ES. Ms. Bernard introduced her students.

2.0 Consent Agenda
2.1 Gifts to the District:
The Board accepted with gratitude, gifts to the District: American Legion Riders Post 21 donated $500.00 to MHS for Cheer Nationals, Northwest Logging Supply, Inc. donated $300.00 to MHS for the equestrian club, Wendi Ottoson donated $100.00 to MHS for Cheer Nationals, Reser’s Fine Foods donated $100.00 to MHS for Cheer Nationals, Schweitzer Engineering Laboratories, Inc. donated $100.00 to MHS for science, technology, engineering and math, Grocery Outlet donated $500.00 to MHS for alt education, Welfund, Inc. donated $2000.00 to MHS for the welding club, and Sons of American Legion McMinnville Squadron 21 donated $600.00 to MHS for Cheer Nationals.
2.2 Approval of minutes of the November 14, 2022 Business Board meeting approved.
2.3 Personnel Actions approved.
On motion by Dr. Paul Haddeland, seconded by Janis Braich, the Consent Agenda was approved on a unanimous vote.
3.0 REPORTS
The Board heard Monthly Reports.
3.1 Student Reports
The 5th grade students at Sue Buel ES did a simulation with the board. Ms Bernard presented a presentation to the Board on teaching strategies she uses for her 5th grade students. Their mission statement was read.
3.2 Student Envoy’s Report
No report or updates given.
3.3 Superintendent’s Report
Superintendent Brockett shared updates on the following:
She gave an update on the Oregon Family Paid Leave; we will be going with a private vendor.
3.4 Director of Fiscal Services Report
Samantha Nelson shared a presentation with the Board enrollment information for December 1, 2022. She shared updates on state funding and the general fund account. She stated that next year’s budget should be released by the new Governor February 1.
3.5 Elementary School Extracurricular Activities Report
Kourtney Ferrua shared a presentation with the board about what extracurricular activities are offered to elementary students.
4.0 Unfinished Business
4.1 Brian Crain presented the following policies for second reading.
The updates to policy are recommended to add mention of prohibitions related to seclusion cells.
HB 2001 (2021) changed the laws regarding reductions in staff for teachers. This law also changed the definition of “teacher” to be used in the layoff process (now ORS 342.120). This change requires districts to consider cultural or linguistic expertise when implementing a reduction in staff.
On motion by Larry Vollmer, seconded by Gerardo Partida, the motion passed unanimously to approve the policies for final adoption.
5.0 New Business
5.1 Brian Crain presented the following policies for first reading.
This policy will return for a second reading at the next Board Business meeting.
5.2 OSBA Superintendent Evaluation Service
The board reviewed the Agreement for Service presented by OSBA.
On motion by Dr. Paul Haddeland, seconded by Janie Braich, the motion passed unanimously to approve the OSBA Agreement for Service..

Bethann Pope read a statement to the Board from Polly Dunkley.
7.0 Public Forum
We did not receive any public comments.
8.0 Board of Directors
Janis Braich thanked Veronica Chase for bringing Ms. Bernard’s class to do their presentation. If the only good thing we can do is make these kids be lifelong learners and teach them critical thinking skills and help them learn and listen; that’s the best we can do. To see this is action with the cynical world we live in and people not listening to each other or talking, she is thrilled to see this kind of presentation being taught to our kids. .
Abbie Warmbier stated it is great to see all of the extracurricular activities in schools and bringing families into things like the winter programs that Choir is performing.
Larry Vollmer made a comment on the CTE open house where students displayed and sold artwork. The creativity and crafts for fundraising are worthwhile causes. He thinks it is a great program and it is something to be very very proud of.
Chair Carson Benner thanked parents, teachers and students for all they do. He said for everyone to enjoy their winter break.
