March 22, 2023 Joint Work Session Meeting

 MINUTES OF THE SCHOOL BOARD OF DISTRICT NO. 40/City Council,
YAMHILL COUNTY, McMINNVILLE, OREGON

The Joint Work Session was held March 22, 2023, both in person and via Zoom at the Kent Taylor Civic Hall, 200 NE Second Street
McMinnville, OR 97128

At 6:04 p.m. the Board of Directors of McMinnville School District and the City Council  opened the joint work session meeting.
The meeting was called to order by Chair Carson Benner and Mayor Remy Drabkin.  Roll call indicated the following:

AUDIENCE: 
Steffanie Frost, Kourtney Ferrua, Brian Crain, Karina Smith, Hiran Amarasinghe, Kevin Carroll, and Susan Muir.

The City Council members and Board of Directors introduced themselves and stated what their roles were.  Each gave a little background information about themselves.

  • PARKS, RECREATION and OPEN SPACE MASTER PLAN
    Susan Muir gave an update on Parks, Recreation and Open Space. She shared a few briefings on projects that they think overlap and share some common missions between the School District and the City.  She shared information from the Parks, Recreation Master Plan that was last done in 1999.  Through that plan some excellent things were done.  She introduced Cindy Mendoza, Director of Parks and Recreation Planning and a Principal at MIG.  Cindy presented the PowerPoint for the City of McMinnville Parks, Recreation, and Open Space Master Plan.

    FOX RIDGE ROAD AREA PLAN
    Tom Schauer stated that the work session meeting is for information sharing and no action is needed.  He shared a PowerPoint presentation that provided updates on the Fox Ridge Road Area Plan Project.  He shared the status on the project and provided background information on the school district’s properties.  

    School District Property Context:

    • Annexed in 2005
    • Zoned “R-4 PD” (Ordinance 4829)
      • Use of property limited to high school and ancillary uses
      • Conditional Use Review

    Forecasting:

    • Slower near-term growth in high school age population

    Recreation Facility Planning
    Susan Muir shared a PowerPoint presentation for the Recreation Facility Plan, which included the Project Timeline from 2019 through 2023:

    • 2019 –  Technical Data – Assess Facility Conditions
    • 2020 – Rec Building Feasibility Study
    • 2021 –   Concept Planning
    • 2022 –  City Finances
    • 2023 –  Fire Districting and community engagement on City priorities

    Potential future capital bond measures:

    • Chemeketa Community College
    • McMinnville School District 

    She also shared the challenges, opportunities, and what the next steps are.
