August 14, 2023 Business Board Meeting Minutes

MINUTES OF THE SCHOOL BOARD OF DISTRICT NO. 40,
YAMHILL COUNTY, McMINNVILLE, OREGON

The Board Business Meeting was held August 14, 2023, both in person and via Zoom at the
McMinnville School District Office, 800 NE Lafayette Ave., McMinnville OR 97128

At 6:30 p.m., the Board of Directors of McMinnville School District opened the board business meeting in Regular Session. The meeting was called to order by Vice-Chair Abbie Warmbier.

Mr. Gerardo Partida
Ms. Doris Towery
Mr. Larry Vollmer

BOARD MEMBERS ABSENT:
Chair Jason Bizon

ADMINISTRATION:
Debbie Brockett, Superintendent

Pledge of Allegiance
The Pledge of Allegiance was led by Vice-Chair Abbie Warmbier.

AUDIENCE:
Steffanie Frost, Kourtney Ferrua, Brian Crain, Kevin Carroll, Jason Hall, Karina Smith, Hiran Amerasinghe, Shelly Simonyi, Chris Anderson, and Mickey Anderson.

  • 1.2 Oath of Office
    At 6:31 p.m. Lu Ann Anderson took her Oath of Office.  The Oath of Office was administered by Superintendent Brockett.   

    1.5  Introductions and Communications
    There were none.

    1.6  Review of Agenda
    There were no changes to the agenda.

    2.0 Consent Agenda
    2.2 Approval of minutes of the July 10, 2023 Business Board Meeting, and July 31, 2023, Summer Board Retreat approved..

    2.3 Personnel Actions approved.

    On motion by Larry Vollmer, seconded by Lu Ann Anderson, the Consent Agenda was approved on a unanimous vote.

    3.0 REPORTS
    The Board heard Monthly Reports.

    3.1 Superintendent’s Report
    Superintendent Brockett reported on current staffing and the need for more Pre-K and kindergarten enrollment.

    3.2  Director of Fiscal Services’ Report
    Jason Hall shared the current financial reports for student enrollment and budget allocations.  He also presented an update on the LGIP interest earnings for the District.

    4.0 Unfinished Business:

    4.1 Update Authorized Signatures
    Jason Hall updated the required signatures for the District.  He presented three additional accounts that need to be updated based on staffing changes.

    On motion by Carson Benner, seconded by Gerardo Partida, the motion passed unanimously to approve the updated signatures.. 

    4.2 Confidential/Supervisory Group Agreement
    Steffanie Frost reviewed the new group agreement for the Confidential/Supervisory employee group.

    Abstain: Larry Vollmer due to a family member being in the employee group.

    On motion by Carson Benner, seconded by Doris Towery, the motion passed unanimously to approve the agreement for the Confidential/Supervisory Group.  

    4.3 Board Goals
    Superintendent Brockett and Vice-Chair Abbie Warmbier shared the three year goals for the district.  They went over the timelines for the process and thanked all those who participated in the process.

    On motion by Carson Benner, seconded by Gerardo Partida, the motion passed unanimously for final approval for the Board and District Goals.. 

     5.0 New Business

    5.1 Integrated Plan Longitude Growth Targets
    Kourtney Ferrua shared the five-year growth targets for the Integrated Plan.  She shared the common goals and targets for graduation rate, five-year completion rate, third grade ELA, ninth grade on track and regular attenders targets.

    On motion by Lu Ann Anderson, seconded by Gerardo Partida, the motion passed unanimously to approve the Integrated Plan. 

    6.0 Public Forum
    We did not have any public comments.

    7.0  Board Directors Comments
    Larry Vollmer stated that he was in the buildings today and it was exciting to see people in the buildings.  He saw the bus driver training and the eighth grade leaders preparing for the sixth grade students.

    Doris Towery thanked the board for her attendance at the OSBA Board members conference this weekend.  She made many connections across the county.

    Lu Ann Anderson stated that she is humbled and pleased to be on the Board and appreciates the warm welcome. 

    Gerardo Partida thanked Lu Ann for joining the board and stated the Brockett Bulletin was really excellent today.  The attendance focus was really good and he appreciated it. 

    Abbie Warmbier welcomed Lu Ann Anderson to the board.  She thanked the hiring committees and the HR department for the great staff hired so far.  She appreciated the Surviving to Thriving message for this year’s theme.

    9.0 Announcements
    August Work Session Meeting will be 6:30 to 7:00 p.m. for the MSD Board and the City Council member will join the meeting at 7:00 p.m. for the joint Work Session Meeting.  The agenda is being developed with the School Board Chair and the Council Chairperson.

    The meeting adjourned at 7:25 p.m.
