August 28, 2023 Work Session Meeting Minutes

MINUTES OF THE SCHOOL BOARD OF DISTRICT NO. 40,
YAMHILL COUNTY, McMINNVILLE, OREGON

The Work Session was held August 28, 2023 both in person and via Zoom at the
McMinnville School District Office, 800 NE Lafayette Ave., McMinnville, OR 97128

At 6:30 p.m. the Board of Directors of McMinnville School District opened the work session meeting.  The meeting was called to order by Chair Jason Bizon.  Roll call indicated the following:

BOARD MEMBERS PRESENT:
Chair Mr. Jason Bizon
Ms. Lu Ann Anderson
Mr. Carson Benner
Mr. Gerardo Partida
Mr. Larry Vollmer

BOARD MEMBERS ABSENT:
Ms. Doris Towery
Vice-Chair, Ms. Abbie Warmbier

ADMINISTRATION:
Debbie Brockett, Superintendent

AUDIENCE:
Brian Crain, Kourtney Ferrua, Jason Hall, Shelly Simonyi , Steffanie Frost, Karina Smith, and Hiran Amerasinghe.

• HB 2753
  A further discussion of HB 2753 will be at the next Work Session meeting, September 25, 2023.  In regards to HB 2753 any board member may choose to accept or not accept the $500.00 stipend.  This is not payment to a board member, but a reimbursement for charges they may incur, such as gas, or child care.

  Safe Route to Schools
  Superintendent Brockett will be meeting with the Mayor to address student safety when walking to schools.  MAC PD is patrolling areas of concern.  They are working with MSD so students may feel safe when walking to school.

  Attendance/Enrollment
  Steffanie Frost gave an update on staffing and Jason Hall gave an update on enrollment.

  Subcommittee Reports
  Subcommittee reports were given by the board:  

  • Fiscal Subcommittee:
    No meeting was held.
  • Instructional Improvement Subcommittee:
    Went over the in-service schedule, adoptions, the consolidated plan and how the board goals were directly in alignment with what the schools would be working on to support the board goals.  Discussed HB 3198 framework for Early Literacy and HB 2166 Social and Emotional guidelines.
  • Policy Subcommittee:
    Discussed service animals being in the District.  Policy discussed where the verbiage needs to be updated and will be a 1st and 2nd reading.
  • Long Range Planning Subcommittee:
    No meeting was held.

  Directors Comments
  Gerardo Partida stated it was a great event coming back to school.  It was great seeing everybody together.  The guest speaker was really good.

  Lu Ann Anderson echoed what Gerardo said.  She visited Buel ES that morning and offered to help.  She helped put the kids on the bus.  She was able to head over to Duniway MS and was able to see part of the sixth grade orientation.

  Carson Benner welcomes everyone back to school.

  Larry Vollmer thanked the District and MSD admin at Sue Buel ES for allowing Beyond Backpacks to be in the building.   

  Upcoming dates:

  • Board Business meeting September 11 and October 9, 2023
  • Work Session meeting September 25, and October 23, 2023.
