At 6:30 p.m., the Board of Directors of McMinnville School District opened the board business meeting in Regular Session. The meeting was called to order by Chair Mr. Jason Bizon.

1.4 Introductions and Communications:
Superintendent Brockett welcomed everyone from Willamette Elementary School to participate in the student presentation to the School Board.
1.4.1 American Educators Week Proclamation:
The proclamation was read by Director Lu Ann Anderson:
PROCLAMATION
WHEREAS, public schools are the backbone of our democracy, providing young people
with the tools they need to maintain our nation’s precious values of freedom, civility
and equality; and
WHEREAS, by equipping young Americans with both practical skills and broader
intellectual abilities, schools give them hope for, and access to, a productive future;
and
WHEREAS, education employees–be they custodians or teachers, bus drivers or
librarians–work tirelessly to serve our children and communities with care and
professionalism; and
WHEREAS, schools are community linchpins, bringing together adults and children,
educators and volunteers, business leaders, and elected officials in a common
enterprise;
NOW, THEREFORE, the McMinnville School District does hereby proclaim November
13-17, 2023 as the 102nd annual observance of American Education Week and American Education Month.

On motion by Director Carson Benner, seconded by Director Gerardo Partida , the Consent Agenda was approved on a unanimous vote.
3.0 REPORTS
The Board heard Monthly Reports.
3.1 Student Envoy’s Report
Sam King, Otto Davies, and Oliver Voit, Student Envoy’s from MHS presented the student report for MHS highlighting their activities and athletics from the last month. End of the Fall Season playoffs were highlighted and awards for student athletes were talked about. Winter sports enrollment is higher than average. OIT professors visited the computer science students. Internships in pathways are in full swing and many pathway students are participating in internships this Fall. Choir concerts and performing arts are happening across the high school. Field trips to Art Harvest Studio Tours for students in the arts department.
3.2 Student Report Willamette ES
Kathi Fowler, Paige Petersen, Carissa DeYoung, Aylene Strebeck, Rich Moberg and Leah Spencer presented about the survival swim experience at Willamette Elementary School. Students talked about their experiences jumping in the pool with their clothes on to practice how they can survive if they fall into the water.
3.3 McEA
Chris Starr, Secretary of McEA presented the McEA monthly report to the School Board of Directors. See the McEA report in the Board Packet.
3.4 Superintendent’s Report
Superintendent Brockett shared district wide MSD Student Attendance updates, IA Insight Meeting Updates and the MSD Strategic Plan updates.
3.5 Director of Fiscal Services’ Report
Jason Hall presented the monthly fiscal report to the School Board of Directors. See the business meeting packet for details from the presentation. The presentation covered student enrollment, General Fund revenue and expenses,
4.0 Unfinished Business:
4.1 Out of State Travel 2nd Reading
Superintendent Brockett presented the Sierra Nevada Wrestling Tournament trip to the Board for approval. Director Carson Benner shared concern about a person from MHS not attending the Board Meeting to present the trip for approval. Director Vollmer would like to know the number of students for sure who will be attending. Superintendent Brockett indicated that she will have Ryan McIrvin or Dave Furman at the December meeting to discuss the details of the trip at that time.
On a motion by Director Abbie Warmbier, seconded by Director Doris Towery, to approve the Out of State Travel for the Sierra Nevada Wrestling Tournament. It was approved by a unanimous vote.
5.0 New Business
5.1 Karina Smith presented the following policies for first reading.

JGD – Suspension – New Policy for Adoption
JFC AR – Student Conduct & Discipline – Recommended for deletion
These policies will return for second reading at the next Board Business meeting.
5.2 05 McMinnville HASS Plan Approval
Director of Operations Brian Crain presented the ODE-approved HASS Plan for Board of Directors approval to finalize the plan. See the Business Meeting packet for full details of the plan.
On motion by Director Carson Benner , seconded by Director Lu Ann Anderson, to approve the 05 McMinnville HASS Plan. It was approved by a unanimous vote.
5.3 Supplemental Budget Resolution 06-2023
Director Jason Hall presented a supplemental budget resolution to the Board to make some reclassifications to the budget per ODE review and recommendations.
On a motion by Director Carson Benner, seconded by Director Gerardo Partida, to approve Resolution 06-2023 – Supplemental Budget Public Hearing. It was approved by a unanimous vote.
5.4 Approval to Enter into Contract with Synergy
Director Hiran Amerasinghe presented a recommendation to the Board to enter into a contract with EduPoint Synergy to implement a new student information system for the 2024-25 school year.
On a motion by Director Larry Vollmer , seconded by Director Carson Benner , for approval to enter into contract with EduPoint Synergy. It was approved by a unanimous vote.
6.0 Public Forum
No public comment was received for the meeting.
7.0 Board Directors Comments:
Director Warmbier shared her appreciation for her time at Willamette Elementary School this morning to celebrate American Education Week with them.
Director Towery shared that she had a great experience at the OSBA conference this year. Making a difference in the world was the theme and the teacher of the year had an amazing speech. She attended the American Education Week events at Duniway Middle School and it was great to share appreciation with students for our staff. She also talked about MHS student interns and the McMinnville Santa Parade.
Director Anderson talked about how amazing the Homecoming parade was this year. Students were very well behaved and excited to be there. She also talked about being at Buel this morning to hand out American Education Week treats to staff. The Veterans parade on Friday was okay for attendance but there was no student participation in the parade this year. She would like to encourage students to participate in the parade next year.
Director Partida compared last year’s Homecoming parade to this year’s. Excited to attend the Memorial American Education and MHS American Education week events this week.
Director Vollmer was invited to visit a classroom at Wascher on Halloween morning. He was the subject of an art lesson in 3rd grade in Mrs. Lawson’s classroom. It was fun to see the costumes the students came up with for him in their artwork.
Director Benner talked about the Construction math students from MHS attending a field trip on one of his job sites and getting to practice their math skills on a construction site was amazing. The students were really excited to see Math through an inspiring lens for students who are learning math in a hands-on way.
Director Bizon, it was good to attend the OSBA conference. Happy American Education Week to all and wishing all a Happy Thanksgiving.
The meeting adjourned at 8:24 p.m.
