At 6:30 p.m., the Board of Directors of McMinnville School District opened the board business meeting in Regular Session. The meeting was called to order by Chair Jason Bizon.

1.4 Introductions and Communications
Superintendent Brockett welcomed the families and staff from Memorial ES. She introduced the students presenting for the board and stated, we are happy to have the families here joining them.
1.4.1 American Educators Week Proclamation
Director Larry Vollmer read the 103rd Proclamation for American Educators Week, November 18-22, 2024.
PROCLAMATION
WHEREAS, public schools are the backbone of our democracy, providing young people
with the tools they need to maintain our nation’s precious values of freedom, civility
and equality; and
WHEREAS, by equipping young Americans with both practical skills and broader
intellectual abilities, schools give them hope for, and access to, a productive future;
and
WHEREAS, education employees–be they custodians or teachers, bus drivers or
librarians–work tirelessly to serve our children and communities with care and
professionalism; and
WHEREAS, schools are community linchpins, bringing together adults and children,
educators and volunteers, business leaders, and elected officials in a common
enterprise;
NOW, THEREFORE, the McMinnville School District does hereby proclaim November
18-22, 2024 as the 103rd annual observance of American Education Week and
American Education Month.

2.1 Gifts to the District:
The Board accepted with gratitude, gifts to the District: Sandra Burger donated $1500.00 to MHS for the life skills classroom, Pacific Nursery, Inc. donated $500.00 to MHS for Cheer Nationals, Robert & Linda Dibble donated $100.00 to MHS for Cheer Nationals, Lum’s donated $500.00 to MHS for Cheer Nationals, Hinchcliff, Inc. donated $500.00 to MHS for Cheer Nationals, Larry Elliott donated 6 clamps to the maintenance shop worth $100.00, Brosius Family Trust donated $100.00 to MHS for the resource room, Leslie Toth donated $300.00 to MHS for the resource room, Mary & Bill Maas donated $100.00 to MHS for the resource room, McMinnville Athletic Club, Inc. donated $200.00 to MHS for Grizzly Catering, McMinnville Athletic Club, Inc. donated $500.00 to the welding club, Walnut City Pizza Co. donated $100.00 to MHS for cross country, and McMinnville CDJRM, LLC donated $5000.00 to MHS for Cheer Nationals.
2.2 Approval of minutes of the October 14, 2024 Business Board Meeting and October 28, 2024 Work Session Meeting approved.
2.3 Personnel Actions approved.
On motion by Director Doris Towery, seconded by Director Gerardo Partida, the Consent Agenda was approved on a unanimous vote.
3.0 REPORTS
The Board heard Monthly Reports.
3.1 Student Envoy Report
Student Envoys from MHS presented the student report for MHS, highlighting their activities that are happening at the high school. They gave an update on academics, athletics and arts/pathways. See presentation.
3.2 Student Reports
Principal Kim Price introduced math teacher Charlotte Hendricks. Ms. Hendricks shared that there are 185 students per week in the math lab and they have several intervention groups. The groups work on fact fluency. The students shared their thoughts on math. The students stated that they love the games in the math lab, it helps them learn, it is very fun, and they love writing equations. It is their favorite subject.
3.3 Superintendent Report
Superintendent Brockett gave an update on enrollment and attendance. She shared that the two work groups for the Legislative focus are: K-12 Funding and Student Supports, that are comprised of superintendents and other staff to develop a list of priorities for the upcoming legislative session. She shared the top 10 areas that are being considered.
3.4 School Safety Protocols
Director Crain shared a presentation on the School Response Protocols (SRP). He shared why we would do a hold, secure, lockdown, evacuate and shelter. He gave an overview of what happens if the lockdown button is activated in schools, MHS updates, other schools updates, global updates and a draft of the Safer Watch Protocol for 2024-2025. He also shared the SafeOregon tip line information.
4.0 New Business
4.1 Policies 1st Reading
Director Frost presented the following policies for a first reading:

4.1.3 JECBA – Admission of Foreign Exchange Students
4.1.4 KL – Complaint Procedures
These policies will return for second reading at the next Board Business meeting.
4.2 Integrated Programs Annual Report
Director Ferrua shared a presentation on the annual Student Investment Account (SIA) report. See presentation.
5.0 Public Forum
We did not have any public comments.
6.0 Board Directors Comments
Director Bader stated that she was able to stop by the Family Resource Center to say hi and drop some things off. She is always amazed and impressed by the amount of resources they have. It is a wonderful site to see and it is wonderful to see people taking advantage of it.
Director Vollmer congratulated the boys soccer team. He was invited to go see the Wascher ES 3rd grade robotics competition. It was really neat to see the little Lego robots and he was invited to be a part of the staff at the Duniway MS Halloween celebration. He thanked both Wascher ES and Duniway MS as well as wishing the boys soccer team all the best.
Vice Chair Warmbier stated that she was able to attend the Grandhaven ES Halloween celebration. She hasn’t been around for the Presidential election but she thought the messaging that went out was well written and thoughtful. She is looking forward to the OSBA Conference this month.
Director Towery stated that Halloween is her favorite. She was downtown with a couple of teachers and it was really fun to see our kids and families dressed up.
Director Partida stated that we need to celebrate American Education Week. He was able to attend a football game, even though it was freezing, it was a really good game.

Chair Bizon stated to email or add them to the shared agenda docket on the Google drive.
