The McMinnville School District (MSD) is providing space for a School-Based Health Center (SBHC), which will be located at 1500 NE Baker Street, the District Annex.  The center is expected to open in October 2019.

The center is a partnership with Sunrise Medical Center, Yamhill County Public Health and Capitol Dental. The center is intended to offer health care options to families who may not have other medical choices or providers, as well as to families who may wish to access this location, by appointment, for their child.

The health center will not serve persons other than enrolled MSD students during the school day except after 4 p.m. and during school recesses (winter break and summer). Outside school hours, the center will be open to members of the public by appointment.

The center will require written parental consent prior to providing service to any student except as prohibited by law. The center will request parent permission for all minors (under age 18) who choose to use the center.

Oregon laws provide some exceptions:

  • Under Oregon law (ORS 109.640), students 15 years of age or older may sign their own health center permission forms, as may married students, parenting students who are not living with their own parents, and emancipated minors;
  • Under Oregon law (ORS 109.675), students 14 years of age or older may access outpatient mental health or drug/alcohol services without parental consent, but parents are expected to be involved in treatment of minors 14 years and older when accessing these services.

The health center project is funded through a grant from the Oregon Health Authority and will be operated in accordance with the Oregon Public Health Division and Oregon School-Based Health Centers (SBHC) guidelines.

The McMinnville School Board approved the local SBHC at a public meeting on June 10, 2019. The district conducted a public work session on the SBHC on April 22, 2019.
