November 14, 2022 Business Board Meeting Minutes

MINUTES OF THE SCHOOL BOARD OF DISTRICT NO. 40, 
YAMHILL COUNTY, McMINNVILLE, OREGON

  • The Board Business Meeting was held November 14, 2022, both in person and via Zoom at the
    McMinnville School District Office, 800 NE Lafayette Ave., McMinnville OR 97128

    At 6:30 p.m., the Board of Directors of McMinnville School District opened the board business meeting in Regular Session. The meeting was called to order by Chair Carson Benner.

  • 1.4 Introductions and Communications
    1.4.1 American Education Month Proclamation

    Chair Carson Benner announced that November 14-18, 2022 is American Education Week.  Abbie Warmbier read the American Education Proclamation:

    WHEREAS, public schools are the backbone of our democracy, providing young people

    with the tools they need to maintain our nation’s precious values of freedom, civility

    and equality; and

    WHEREAS, by equipping young Americans with both practical skills and broader

    intellectual abilities, schools give them hope for, and access to, a productive future;

    and

    WHEREAS, education employees–be they custodians or teachers, bus drivers or

    librarians–work tirelessly to serve our children and communities with care and

    professionalism; and

    WHEREAS, schools are community linchpins, bringing together adults and children,

    educators and volunteers, business leaders, and elected officials in a common

    enterprise;

    NOW, THEREFORE, the McMinnville School District does hereby proclaim November

    14-18, 2022 as the 101st annual observance of American Education Week and American Education Month.

    Superintendent Brockett introduces principal Scott Murphy, the staff and students from Wascher ES, coaches and MHS Band Director, and Vinent Gourley.

    1.5  Review of Agenda
    There were no changes to the agenda.

    2.0 Consent Agenda
    2.1 Gifts to the District:

    The Board accepted with gratitude, gifts to the District: Jody Boundy donated $100.00 to MHS for Cheer Nationals, Tiffany Vizza donated $150.00 to MHS for Cheer Nationals, Justin & Michelle Brown donated $1000.00 to MHS for Cheer Nationals, Orchard & Vineyard Supply donated $1000.00 to MHS for Cheer Nationals, Damian Lillard Toyota donated $100.00 to MHS for Cheer Nationals, Class of 1972 ℅ Rosita Briedwell donated $400.000 to MHS for the resource room, Staples Community Give Back Program donated $4415.00 in school supplies, Tramaine Payne donated a composite medicine ball worth $200.00 to Patton MS, Teresa Barth donated $400.00 in art supplies to Patton MS, Sarah Hadfield & Erin Stanton donated to Patton MS  $250.00 for drama productions, Christian Fellowship Church, Inc. donated $500.00 to MHS for Folklorica Club, and American Legion donated $1000.00 to MHS for Cheer Nationals.

    2.2 Approval of minutes of the October 10, 2022 Business Board meeting and the October 24, 2022 Work Session meeting approved.

    2.3 Personnel Actions approved.

    On motion by Dr. Paul Haddeland, seconded by Jason Bizon, the Consent Agenda was approved on a unanimous vote.

  • 3.0 REPORTS

    The Board heard Monthly Reports.

    3.1 Student Envoy’s Report
    Opal Primovich, Diego Garibay and Vincent Gourley each shared on the events and activities happening at the high school.  They shared Homecoming activities for the week, gave updates on academics, athletics, and Arts/Pathways events and activities.

    3.2 Student Reports
    The kindergarten students from Wascher ES played a song and danced while saying and sounding out the letters in the alphabet.  Students played math games with each Board member.  The games played were called bumps by tractions, bump x’s 4, bump x’s 6, and match the number bump.

    3.3 Fall Athletic/Activities Report
    Ryan McIrvin introduced Coach Tomlin, Coach Peterson, and Coach Hanna.  He shared highlights for the fall sports and activities season. Each coach shared highlights on how well the volleyball, cross country and football teams performed. He shared highlights for the boy’s and girl’s soccer teams, and the teams gpa’s.  

    Band Director Dave Barton said MHS is very supportive, they do not micromanage and they are there whenever the band students need them.  He shared highlights on the Marching Band.  The Board members thanked him for his years of service and for his compassion.  

    3.4 Superintendent’s Report
    Superintendent Brockett shared updates on the following::

    • First round of interviews for the IT Director position have been completed and the final interviews are this week.
    • College Admission: The high school hosted 10 colleges last week to help seniors complete their admission applications.
    • Family Resource Center: Sue Buel Pantry is located here, and thanks to the kind donation of Les Schwab we have food to help family and students who may be struggling with food insecurity.
    • Superintendent Student Advisory Council:  Met last week and Nutrition Services were present to answer students questions.  They will share their experiences on the committee at May’s meeting.  
    • PLC Conference: Seven administrators went to the PLC conference in California and gained extensive knowledge around using collaboration time and positively impact student achievement.  They will share with other administrators what they learned.

    She shared ODE data for on track English Learner proficiency.

    3.5 Director of Fiscal Services Report 
    Samantha Nelson shared a presentation with the Board enrollment information for November 1, 2022 and included enrollment information from October 1, 2021 so we could see where we were a year ago.  She said we are seeing kids come back into the district.  She included a history chart for cohort classes, and shared balances for the general fund and additional accounts.

  • 4.0 Unfinished Business  
    4.1 Brian Crain presented the following policies for second reading.

    • JECB – Admission of Non-Resident Students
    • JECB-AR – Admission of Non-Resident Students
    • JECB-AR 2 – Admission of Non-Resident Students – Delete

    Revisions to the interdistrict transfer policy were needed to better align with our intradistrict policy, and to ensure that we have accurate data about the number of students requesting to transfer into our district prior to requesting board approval for the number of students transferring in and out of the district.

    • GCDA/GDBDB – Criminal Records Checks and Fingerprinting

    House Bill 4030 (2022) modifies fingerprinting requirements for persons seeking

    employment in schools and now makes a temporary exception to allow the Oregon

    Department of Education (ODE) to waive fingerprinting requirements if ODE determines the person has:

    • Submitted to a criminal records check for the person’s immediately previous employer, the employer is a school district or private school and the person has not lived outside this state between the two periods of employment;
    • Submitted to a criminal records check conducted by TSPC within the previous three years; or
    • Remained continuously licensed or registered with the commission.

    This is a temporary change and sunsets July 1, 2024.

    On motion by Janis Braich, seconded by Gerardo Partida, the motion passed unanimously to approve the policies for final adoption. 

    5.0 New Business
    5.1 Brian Crain presented the following policies for first reading. 

    • JGAB – Use of Restraint and Seclusion

    The updates to policy are recommended to add mention of prohibitions related to seclusion cells.

    • CPA – Layoff and Recall of Administrators
    • CPA-AR – Layoff and Recall of Administrators

    HB 2001 (2021) changed the laws regarding reductions in staff for teachers. This law also changed the definition of “teacher” to be used in the layoff process (now ORS 342.120). This change requires districts to consider cultural or linguistic expertise when implementing a reduction in staff.

    These policies will return for second reading at the next Board Business meeting. 

    5.2 Budget Calendar
    Samantha Nelson presented the 2023-2024 Budget Calendar for adoption approval.  

    On motion by Dr. Paul Haddeland, seconded by Janis Braich, the motion passed unanimously to approve the adoption of the 2023-2024 Budget Calendar. 

    6.0 Employee Group
    6.1 McEA

    Polly Dunkley read a statement to the Board that states the struggles teachers are facing in the classroom and leaving the District. This is not just happening in McMinnville, but it is happening everywhere. She read, it is our desire to work alongside the school board, district administration and the rest of our community to NOT be like everywhere else.

    7.0 Public Forum 
    We did not receive any public comments.

    8.0 Board of Directors
    Jason Bizon said a take-away is we continue to learn.  You need to find your why.  He is excited about the Superintendent Student Advisory Council.

    Larry Vollmer thanked the board members for attending the conference.

    Abbie Warmbier said in regards to Division 22 they were very well prepared thanks to Steffanie Frost, and because of Kourtney Ferrua for the Integrated Plan as she explained it so well.  She thanked them and stated we have accountability where our funds are going.

    Janis Braich echoed what Abbie and Jason stated.  She said her main take-away is we are so far ahead of other districts.  She is proud of the work our staff has done.  She kudoed the district.

    Dr. Paul Haddeland echoed what Janis said.  He said he rarely sees things we are not doing.  The staff and teachers work hard.

    Gerardo Partida said he learns a lot every year when he attends the conferences.  He stated we have the ability to bring kids from behind.  We are doing great, but we always say, can we do something else.  He is proud of the school distinct.

    Chair Carson Benner thanked Superintendent Brockett for bringing athletics/activities to the meeting. It was great. 

    The meeting adjourned at 8:33  p.m.
