January 22, 2024 Work Session Meeting Minutes

 MINUTES OF THE SCHOOL BOARD OF DISTRICT NO. 40,
YAMHILL COUNTY, McMINNVILLE, OREGON

The Work Session was held January 22, 2024 both in person and via Zoom at the
McMinnville School District Office, 800 NE Lafayette Ave., McMinnville, OR 97128

At 6:30 p.m., the Board of Directors of McMinnville School District opened the board business meeting in Regular Session. The meeting was called to order by Chair Mr. Jason Bizon.

AUDIENCE:
Karina Smith, Brian Crain, Shelly Simonyi, Hiran Amerasinghe, Martha Biggs, and Jason Hall

1.2  Emergency Procurement Resolution 01-2024
Jason Hall asked the board for approval of the Emergency Procurement Resolution 01-2024.  Brian Crain shared with the board damages each school sustained.  If the District needs to pay for any repairs to the schools, the funds will be paid out of the General Funds account and once we receive reimbursement from the insurance company the funds will be placed back into the General Funds account.  

On a motion by Director Carson Benner, seconded by Director Gerardo Partida, to approve the Emergency Procurement Resolution 01-2024. It was approved by a unanimous vote.

The Session adjourned at 6:44 p.m.

At 6:44 p.m. the Board of Directors of McMinnville School District opened the work session meeting.  The meeting was called to order by Chair Mr. Jason Bizon.  Roll call indicated the following:

    Superintendent Brockett asked the board how they wanted to move forward.  Chair Jason Bizon suggested that we add it as an agenda item at the Joint Work Session meeting with the City Council.  

    Subcommittee Reports
    Subcommittee reports were given by the board:  

    • Fiscal Subcommittee:
      Did not meet.
    • Instructional Improvement Subcommittee:
      Discussed Travel and Shared History and SEL curriculum
    • Policy Subcommittee:
      Discussed forms for AR policies recommended for removal.  The suggestion was to move them into Frontline.  Also discussed HB2805-extensive overview regarding activities in a board meeting, requirements, and public meeting law updates.
    • Long Range Planning Subcommittee:
      Meeting will be held January 23, 2024

    Directors Comments:
    Director Larry Vollmer stated Wascher ES is having survival swim for the third graders and he was invited to participate as a volunteer.  He thanked Wascher and Grandhaven ES for the books that were given to him.

    Director Lu Ann Anderson kudoed Brian Crain and the whole team for  all of their hard work and getting on it and getting it done..  She stated that she was able to visit the Family Resource Center.  It was a pleasure to see all of the support that is available there and what the families can access.  She thanked Buel ES for the t-shirt and books.

    Director Doris Towery stated that she is very excited about the books that were picked out by Newby ES and she gave them a huge thank you.  She also thanked Brian Crain, the whole team and Superintendent Brockett for taking care of the schools.  They handled it with incredible speed and grace.  She again thanked them for being great leaders through all of the hard stuff.

    Director Gerardo Partida gave a thank you for the books from Memorial ES. He thanked Brian Crain and Martha Biggs for clarifying on the Safety Summit.  He stated that he is going to promote it so more people will attend.  

    Director Abbie Warmbier stated that she got a ton of complaints in August when everyone had to go to school.  After Christmas break it was nice to hear everyone say “Oh, this is a great calendar.  We like having the week after Christmas being able to stay home.”  She has heard good things about the calendar.  She had her first Legislative Policy Committee meeting and there was a slight fix to SB819 on abbreviated day. 

    Director Carson Benner thanked everyone who helped with the water damage.  He would like to get the teachers back into their classrooms as soon as possible.

    Chair Jason Bizon stated that he was out at Wascher ES and the sidewalks were phenomenal by 7:00 a.m.  Our community partners stepped up and did a phenomenal job helping with the schools. He is inspired that our community partners would come to our aid in a time of need and get our kids back in school.
